New Neighborhoods is a non-fiction consumer's guide that details the most important aspects of buying or living in a Shared Ownership Community (condo, co-op, or HOA) as well as provides in-depth information on how to effectively serve as a board member or volunteer. It uses humor, anecdotes and a relaxed, conversational writing style to explain what has become a very difficult legal and social minefield.
The book guides readers through choosing their home; clarifies their rights and responsibilities; explains how associations operate, collect money and hold meetings and elections; and also details some of the crazy rules and regulations that have arisen around the country--and how to know when to follow them.
I live in a condominium complex and have lived in a community that is HOA run. Iit's certainly different than living in a community where each property owner is on their own. There are pros and cons to both and as a resident, one needs to adjust to the rules and regulations of each.
Reading through this book I can attest to much of what is said because I've experienced it. I've also been on the board of directors and have firsthand knowledge of the control that the association has. Each community association has it's on quirks which also includes a variety of personalities that run the organizations. In most cases the governing body does have the upper hand and can instill and regulation it deems fit.
I encourage anyone that is contemplating moving into a governed complex or community read this book to truly understand the ramifications and the perks that come with the decision. The Poliakoff's haven't left any stones unturned and cover every aspect a homeowner in a governed community needs to know.
